ISM Code

Basic Requirements
  • All ships of 500 tons gross tonnage and upwards and engaged in international voyage
  • Possession of proper DOC for the flag administration and ship type
  • The ship shall hold valid conventional certification national certification, SC, SE, SR or exemption certification on board
  • The ship shall hold a valid class certification
  • Crew over the minimum number for safe manning shall be onboard
  • The ship audit shall be performed while the ship is in the normal operation condition
  • The ship shall hold documents proving a company entity which is referred in ISM Code Regulation 3.1
  • Holding and understanding the ship safety management System, ISM CODE and related convention
  • Implementation of the requirements of the flag administration
  • (EX: notice to the flag administration, where the company manages a ship which is registered to the flag for the first time)

Initial audit for SMC

Initial audit for SMC(Detail Described Below)
  1. Application
    • Submission of and application 30days before the desired date
    • The followings are required prior to initial audit
      1. 1. A copy of the company’s DOC which is effective for the ship’s type,
      2. 2. Evidence of compliance with requirements of Adminstration and class rules,
      3. 3. Evidence of SMS implementation for 3 or more months,
      4. 4. Internal audit records, and
      5. 5. Documental verfication of the entity responsible for DOC certitication in compliance with ISM Code (when the responsibility is delegated by the ship owners on the certificate of vessel’s nationality)
  2. Shipboard initial audit
    • Recommendation for certification by the audit completion date
    • Recommendation for certification by the date that major non-conformities are downgraded to ninor or correceted
    • A full term certificate having validity of 5 years shall be issued under a team leader of the audit
  3. Reniew/Verification
  4. Issueance of Certificate
  5. A full term certificate having validity of 5 years shall be issued under a team leader of the audit

FAQ

  • 1. In case, the company builds up a new ship or buys an existing ship
  • 2. Adding or deleting the ship type(change the ship type from oil tanker to oil/chemical tanker)
    • In case, the company holding DOC is adding the new ship type
      • Apply for the shipboard interim audit
      • Korean Register of Shipping shall carry out the interim audit on the spot. (Check whether ISM CODE part II 14.4 is implemented or not)
      • Issue the interim SMC(validity 6 months) as of the date of downgrading of Major Non-Conformity or the date of completion of audit
      • The company shall carry out the internal audit within 3 months after implementation of the SMS
      • Apply for the additional audit after implementation of the SMS within 3 months
      • Carry out additional audit on the spot. (System and system activities established by the company according to ISM CODE, regulation of flag administration and KR Rule part II for the Certification of Safety Management System)
      • Issue the SMC (succeeds the period of validity of existing certification) as of the date of downgrading of Major Non-Conformity or the date of completion of audit
    • In case, the company holding DOC are deleting a ship's type
      • After checking the deletion of conventional certification, apply for the modification of certification
      • Reissue the certification(may be succeed the validity) after deleting the ship's type
  • 3. Change the entry of the certification
    • Change of the company's entity
      • Apply for the shipboard interim audit
      • Korean Register of Shipping shall carry out the interim audit on the spot. (Check whether ISM CODE part II 14.4 is implemented or not)
      • Issue the interim SMC(validity 6 months) as of the date of downgrading of ajor Non-Conformity and date of completion of audit
      • The company should be carried the internal audit within 3 months after implementation of the SMS
      • Apply for the initial audit after implementation of the SMS within 3 months

    • Transfer of certification body from Classification Soceity holding a QSCS Certificate to Korean Register of Shipping
        Precondition
      • Hold the valid DOC pertaining to the flag/ship type
      • Hold the valid full term SMC
      • The certification should have been completed through the previous certification body
      • The deficiencies verified shall be completed or downgraded to minor Non-Conformity
      • Documents related to transfer of certification
        The scope of additional audit pertaining to TC
      • All of the ISM code's requirements
      • Requirements of the flag administration
      • Deficiencies of the audit carried out by previous certification body
        Issue of certificate
      • Issue the certificate(succeeds the period of validity of previous certificate) as of the date of downgrading of Major Non-Conformity or the date of completion of audit
      • Issue the certificate which succeeds the period of validity of previous certificate. (Endorse the certificate if the intermediate audit was carried out before transferring)
    • Transfer of certification body from Classification Soceity holding a QSCS Certificate to Korean Register of Shipping
        Precondition
      • Hold the valid DOC
      • Hold the valid full term SMC
      • The certification completed through the previous certification body
      • The implementation of safe management should have been over 3 months
      • Documents related to transfer of certification body
        The scope of additional audit pertaining to Transfer of Certification
      • All of the ISM code's requirements
      • Requirements of the flag administration
        Issue of certification
      • Issue the SMC(validity 5 years) as of the date of downgrading of Major Non-Conformity or the date of completion of audit
    • Change the entry of certification without change of company, certification body and nationality(e.g.: The change of ITC, ship's name, port of registration, address, company name)
      • Send the documents(ITC, Registry of Nationality, management agreement, Declaration of DP/Company) and the application for modification to the relevant branch office
      • After reviewing the documents and carrying out the audit, the relevant branch office should issue certification(succeeds the period of validity of previous certification)
  • 4. Other procedure of certification
    • Buying a ship which is not applied by ISM Code and domestic vessel engaged in international voyage for repair
        A company applies for exemption certification with documents below to Survey team
      • Interim Nationality Certification or Nationality Certification
      • The list of crew taking over the vessel and crews over the minimum number for safe manning certificate shall be onboard
      • Sailing plan(operation route and ports of call including minimum ship's particular) Issue of exemption certificate

      • Ensure the seaworthiness through additional survey and issue the exemption certificate for the corresponding convention cert. before departing
