1. Hong Kong Marine Department issued Merchant Shipping Information Note (MSIN) 29/2016 regarding the extension of the International Convention on the Control of Harmful Anti-Fouling Systems on Ships, 2001 to Hong Kong. According to this MSIN 29/2016, the Statement of Compliance for IAFS issued to Hong Kong flag ships should be replace by the "International Anti-Fouling System Certificate" from 8 June 2016. 2. By the above, all surveyors are requested to note below survey instruction for Hong Kong flag ships, and apply it during relevant surveys. 3. The IAFS certificate issuance fee should be charged for KR's administrative cost for the issuance of the certificate. 4. This survey instruction is effective from 17 June 2016 upon receipt. = Survey Instructions = Surveyors should replace the Statement of Compliance (SOC) for International Anti-Fouling System onboard Hong Kong flag ships with International Anti-Fouling System Certificate as early as possible, preferably during the ship’s any periodical convention survey (i.e. any annual, intermediate, periodical, renewal survey relating to SOLAS, ILL or MARPOL convention).
