We would like to share the recent PSC trend in Germany, please refer to the followings for preventing PSC detention.
1) The target for PSC inspection in 2021 was 960, but due to the worsening corona situation at the beginning
of the year and at the end of the year, about 700 cases were inspected, of which 35 were detained.
2) This is 5% of the detention rate, which is much higher than the Paris MoU average rate of about 2%.
3) The PSC inspection target for 2022 is the same as for 2021.
4) In the case of PSC inspection in Germany, two PSCOs(One deck and one engine) are usually on board the ship
to perform thorough PSC inspection(PSCOs in Germany strive to improve the quality of PSC inspection)
5) Looking at the ships detained, unlike in previous years, there are many cases of ship's detention
due to poor maintenance on board or malfunction of critical equipment, which is resulted from delay
in supply of spare parts owing to COVID-19.
6) PSC Head Office in Germany is located in Hamburg, branch offices are located in Bremerhaven and Rostock.
7) Most of the PSCOs are working at home, and a total of 33 PSCOs are performing the on board PSC inspection.
8) PSCO explained that it is important to disclose information transparently when a deficiency is identified.
If it is found that the ship is in contact with the classification/flag state to solve the case,
the PSCO will not go on board.
