[1] (2021-20) Trend for remote PSC inspection in the region of Qingdao, China
A document released by Tokyo MoU covering 'Remote PSC Inspection' which is applicable as of 1 April 2021, was provided on the KR website on 19 March.
Following on from this, we would like to advise shipping companies on the recent trend for 'Remote PSC Inspection' in the region of Qingdao, China as follows:
• Only PSC officers in the Shanghai region will attend ships physically for PSC inspections.
• The rest are more likely to carry out PSC inspections remotely, but physical inspections
may be carried out in a special cases (PSCO's direct boarding means ship detention.)

• a 'Remote PSC Inspection' of a ship per day at least is being carried out in Qingdao and
Huangdao areas, certificates and documentation are the main points of inspection (any
violation against the conventions relating to oil, garbage and ballast water leads to directly
ship detention and fines). In other words, it is highly possible for any deficiencies in an Oil
Record Book, Garbage Record Book or Ballast Exchange Record Book, to be a cause of ship
detention.
• Shandong and Qingdao MSAs are focused on training for crew and drills on board ships due to
the recent oil spill accident.
• Regarding BWTS, equipment to allow extraction/analysis of ballast water is to be introduced.
If the result is not compliance with the relevant requirements, the sample will be sent to a
lab for a more accurate analysis, a negative result will result in ship detention.
