1. (2020-57) 2020 Detention Case Study
Please be informed that we produced PSC materials on 2020 Detention Case Study as attached. You are kindly asked to use them to prevent PSC detentions and/or deficiencies.

Please be noticed that the Marshall Islands issued MARINE SAFETY ADVISORY No.28-20 as follows. For further details, please refer to the attachments.
3. (2020-60) MLC-related PSC detention/deficiency cases
Noting that the number of PSC detentions and/or deficiencies related to MLC(long-term boarding) has been increased, ship owners/managers/operators are strongly recommended that a recurrence should be prevented, taking account of the following cases.
1. Boarding beyond the contract duration on SEA
2. Extended contract without agreement between company and crew
3. Extended contract without flag approval
4. Continuous boarding although there was a port where crew could disembark by terminating
a contract
A thorough survey or audit should be required to the ships going to ports in Australia, Japan, Europe, etc. in a strict position on MLC matters.
4. (2020-63) PSC Trends - 3rd quarter 2020
Please be informed that the PSC Trends in the 3rd quarter of 2020 has been released, and take preventive measures as deemed appropriate in reference to the report as an initial guidance to avoid PSC detentions and/or deficiencies.
