Acknowledging that the following PSC deficiency was recently identified in the PSC inspection in Belgium, you are kindly asked to prevent a recurrence, taking account of [To be checked] hereinafter. 

* Deficient item : Davit(multiple use) for rescue boat and life raft

* Deficiency identified

   1) The davit was operated slowly under the use of stowed mechanical power. 

   2) Preparation for embarkation and launching of the davit-launched life raft was not implemented in a 5 min. 

* To be checked

   1) if a rescue boat shall be stowed in a state of continuous readiness for launching in not more than 5 min. according to SOLAS Chapter III/Reg.14.1

   2) if each survival craft(lifeboat and life raft) shall be stowed in a state of continuous readiness so that two crew members can carry out preparations for embarkation and launching in less than 5 min. according to SOLAS Chapter III/Reg.13.1.3
