Panama Maritime Authority issued MMC-345 last October stipulating that a commissioning test including sampling analysis, should be carried out for BWMS installed on board ships of 400 GT and above.

However, Panama Maritime Authority revised its instruction in March 2020, saying “the indicative analysis test is not mandatory (ie. it is voluntary) until the entry into force of amendments to Regulation E-1 take place” this is due to the recent spread of COVID-19.

Thus, ship owners with Panama flagged ships, builders, test facilities for ballast water and all related stakeholders are kindly invited to pay attention to this instruction accordingly.
