[1] PSC Trends - 4th quarter 2019
PSC Trends was released in the 4th quarter of 2019. The report recommends preventative measures to avoid PSC detentions and deficiencies.

[2] Request to observe the requirement of 0.5% sulphur content from fuel oil
1. We appreciate all of customer efforts to prevent PSC detention and deficiencies.
2. Since the 2020 sulphur cap entered into force on 1 January 2020, ships can be detained and may be fined due to excess of 0.5% sulphur content from fuel oil.
3. A KR-classed ship was recently fined for breaching fuel oil sulphur content levels: a supporting portable kit indicated and analysis from a lab said that its content was more than 0.5%. Therefore all shipowners/ship managers/ship operators are kindly requested to ensure that the requirement is observed from their vessels to prevent any PSC detention and fines.
4. Since IMO agreed on the enforcement date 1 Jan 2020 for 0.50% sulphur regulation at MEPC 70, IMO has been discussing specific issues to ensure consistent implementation of the regulations, including the revision of the MARPOL Convention, the development of several guidelines and the development of a unified interpretation. In this respect, the attached technical information was issued in July 2019 in order to explain the results of these discussions including published documents and their respective contents. As a reference, the entire IMO-issued documents are provided as attached. We would like to recommend that all superintendents and PIC who prepare for the implementation of the regulation review the documents carefully and prepare for the new regulation. 5. Furthermore, KR developed a program (FOCO, Fuel Oil Changeover Calculator) in 2017 to calculate the time required for the conversion of low sulphur fuel oil. (Please refer to attached FOCO)
