The enforcement of the IMO’s global 0.5% sulfur limit on marine fuel will come into effect in 2020. In order to demonstrate effective compliance with the 0.5% sulphur limit in 2020, shipowners wishing to use low sulphur fuel oil for their ships will need to have a SIP (ship implementation plan) on board. While a SIP is not a mandatory requirement, this document may still be requested by Port State Control.
To meet the needs of shipping companies, KR has launched an online service to create a SIP through the ‘KR GEARs’ website (gears.krs.co.kr). The SIP can be created in a PDF format as soon as the required contents and data are entered in the system. KR also provides a sample document to help shipping companies understand the requirements and make the process easier.

The most notable feature of the online form is the ‘Risk assessment and mitigation plan.’ This is not only required to create a SIP but also helps to reduce actual risk regarding the new fuels that will be available before and after 2020. This will allow the shipping company to mitigate potential risks from the initial stage of receiving the fuels, right through to using them.
