[Guidance for the Hong Kong / Taiwan / China ECA Regulations]
Port regulations for the 2020 Sulphur cap will be entering into force shortly, if they are not already in effect.
Accordingly, the latest sulphur cap limit regulations for Hong Kong / Taiwan / China regions are updated and published as technical information.

[PSC information on ECA areas in China]
Please be informed of the following actual PSC deficiencies identified in Chinese ECA areas, to help with your PSC inspection preparation.
1) Crew NOT familiar with fuel oil change procedures
2) Crew have NOT carried out the fuel oil change at all
3) Crew have NOT completed the fuel oil change before entering an ECA area
4) Quality problems with the low sulphur fuel oil itself
5) Mixture of low and high sulphur content fuel oil
6) Absence of records after fuel oil change completed
