PSC information – Taiwan
The Taiwanese authorities will conduct PSC inspections in 2019 with a focus on, but not limited to, marine air pollution regulations*, including items of the previous Concentrated Inspection Campaign (CICs)
1. Advisory for ships operating an Exhaust Gas Cleaning System (EGCS, referred to as scrubber) in Taiwanese waters, to comply with the 0.5% sulphur content requirements:
A. Ships installed with an Open Type Scrubber
- Emissions from the open type of scrubber are prohibited within 12 nautical miles from the coastline of Taiwan
- Switch to a compliant fuel with a low sulphur content of 0.5% before reaching 12 nautical miles from the coastline of Taiwan
B. Ships installed with Closed Type Scrubbers or Hybrid Type Scrubbers
- Emissions from the Closed Type Scrubber or Hybrid Type Scrubber are prohibited within 12 nautical miles from the coastline, in Taiwanese waters
- Residues from the EGCS washwater in the sludge tank are to be collected on board and delivered ashore properly
- Switch to the compliant fuel with lower sulphur content of 0.5% before arriving at the 12 nautical miles point from the coastline of Taiwan. (Operations for the switch to compliant fuel permitted within Taiwanese ports, must consider the allowable capacity of sludge tanks for the storage of residues from the EGCS washwater).
* Marine Air Pollution Inspections in Taiwanese ports will commence on 01 January, 2019
2. Key items for the Concentrated Inspection Campaign (CIC)* scheduled for 2019 in Taiwan :
- Bunker Delivery Notes should be available onboard
- Oil Record Book and/or Engine Log Book must be available for inspection
- Bunker Change Procedure should be carried onboard and crew should be familiar with the procedure
- Required EGCS documentation, if installed, and crew should be familiar with the system
- Compliance with 0.5% sulfur content requirements
* Additional items relating to the previous Concentrated Inspection Campaigns(CICs) on the Safety of Navigation and MARPOL Annex VI (Tokyo MOU's CIC of 2017/2018) will be inspected during the CIC in Taiwan, with the exact CIC items changing every four-months.
3. Primary inspection is applicable to:
- Oil tankers over 15 years of age and more than 3,000 gross tonnage
- Chemical tankers over 10 years of age
- Bulk carriers over 12 years of age
- Passenger ships over 15 years of age
4. Others: IBC Code / BWM Convention requirements
