1. Overview
In order to meet SCF (Ship Construction File) IS (Industry Standards) of IMO GBS (Goal-based Ship Construction Standard), KR has established the SCF Archive Center. The main focus of the SCF IS, is to ensure that a ship is compliant with CSR-H (Harmonized-Common Structural Rules; Bulk Carrier and Oil Tanker over 150 meter in length). Those contracted after July 2016 (or whose keel laying was after July 2017, or were delivered after July 2020) must be kept their SCF in a digital format in the SCF Archive Center for its entire life-cycle (a mandatory requirement).
2. KR SCF Archive Center technology
SCF consists of the “SCF Onboard” and “SCF Supplement Ashore”, and they are managed after being classified as either “Ordinary” or “High”. “SCF Onboard” consists of all of the construction drawings such as the “Key Construction Plan”, and the drawings that meet the functional requirement of GBS such as “Trim & Stability Booklet”, “Loading Manual”, which is mounted and used onboard a ship.
“SCF Supplement Ashore” consists of highly sensitive and infrequently used data from a ship’s operations such as “Master Lines Plan”, “Yard Plan”, and “Strength Calculation & Fatigue Life Calculation”.
It is only referred to when there is a severe hindrance to the safe operations of a ship, for example because of an accident. Then the documents are available to view, but must be accessed by following procedures. Both “SCF Onboard” and “SCF Supplement Ashore” for each ship will be stored and managed by the SCF Archive Center.
An SCF Archive Center must provide an international service until the end of a ships’ life, it should take a nonpartisan stance and should be strict in its secure safekeeping of documents. So, KR has established its SCF Archive Center using Korea Telecom (KT)’s specialized cloud data center (CDC).
In 2014, we analyzed the requirements of the SCF Archive Center to develop the web portal, and prepared to meet IMO SCF IS throughout TFT activities with member shipyards in KOSHIPA (Korea Offshore & Shipbuilding Association). In 2015, we selected the cloud service and established the corresponding system, developed the encrypting solution and the specified viewer for SCF. Following this system development, KR conducted a pilot service project for three months with the participation of all of the member shipyards in KOSHIPA (16 representatives from nine shipyards). It concluded and confirmed that KR SCF Archive Center is ready to provide its actual service.

The whole system has been designed with the web server, DB server and storage all distinct, which minimizes risk if an issue arises. The encryption of the SCF is developed such that access is only possible through an exclusive viewer which also manages the licenses periodically and by user.

After selecting the specialized CDC, which meets with the certification requirements of information security management systems (ISO/IEC 27001), we established the system and web portal under the secure protection of the CDC. A web portal has been developed in English, and separated for shipyard user who creates and uploads SCF, and the ship owner users and others who view and utilize the SCF.

It supports various type of web browsers (Windows/Mac/Linux), Mobile viewing (Android/IOS), and provides various functions such as search, sorting, viewing, access managing by authorization, and batch upload.

To provide official services from July 1st, 2016, KR has established a new organization that will operate the SCF Archive Center, and is in the process of employing operators. Based on our actual operational results, we will work to acquire ISO/IEC 27001 certification to ensure public confidence.
3. Conclusion
KR signed a contract with 10 shipyards on September 1, 2017 and established an organization to operate the SCF Archive Center. We are now in the process of entering the actual data of 78 ships.
In addition, we will work to certificate our information security through ISO / IEC 27001 certification, based on our actual operating performance.
The SCF Archive Center web portal system distinguishes four types of users: managers, operating personnel, ship owners and shipyards.
