[Implementation of BWM convention]
As you are already well aware, the Ballast Water Management Convention entered into force on 8 September this year, and PSCOs all over the world are assessing which ships adhere to the convention.

As reported recently, many ships have still not implemented the necessary requirements of the convention, particularly in regards to the BWM certificate, plan and/or record. There are even cases of ships with no certificate, plan and/or record relating to the convention.

Recognizing that these are all obvious violations and could be causes for PSC detention, you are requested to ensure that your ships are not in such a condition that they need to be detained for these reasons.
