o Causes of Detention
- Oily water separator not working and found some leakage
- A lot of leakage from main engine, slippery surface around engine room and a great
quantity of oil mixture found in purify room, under diesel generators and propeller
shaft
- The engineer in charge of oily water separator not properly familiar to use of it and to
the maintenance and test procedure (simple flow - chart near to the oil water
separator to facilitate the use missing)
- (Eng. room bilge) high water level alarm inoperative
- The means of escape, from bridge deck to the main deck, fire box and fire dumper
were obstructed by some bins of oil
- Oil mist detector of main engine out of order
- ISM failure due to a lot of ISM related deficiencies
**FYI, the vessel had experienced heavy weather sailing which resulted in the bad
condition of her Eng. Room, particularly the poor cleanliness and oil leakage.
But the captain did not report to port control that the relevant detention items were
the result of accidental damage, before arrival nor during inspection. With this in
mind, please inform yourself of the relevant information including the following
IMO Documentin order to prevent unnecessary PSC detention.
** IMO Res. A.1052(27) Ch.2/para 2.3.7
: Where the grounds for detention are the result of accidental damage suffered on
the ship's voyage to a port, no detention order should be issued. (But the relevant
accidental damage items should be reported to Port Control Station, PSC & R.O
with a repairing plan before arrival).
